Qualification: A postgraduate qualification in accounting or equivalent at NQF level 8 is required. A master’s degree in accounting or equivalent at NQF level 9 or higher is an added advantage.
Experience: • Minimum of eight (8) years’ experience within the financial management environment, of which 5 years’ experience must be at a Senior Management Level in an organisation that manages and/or disburses grants. • At least three (3) years of public sector experience, preferably in the Post School Education and Training environment. • Membership of professional bodies such as the South African Institute of Chartered Accountants (as a Chartered Accountant) or the Chartered Institute of Management Accountants (as a Chartered Global Management Accountant) is an added advantage.
Description:
- Oversee and lead the formulation of financial strategies of CATHSSETA to articulate well-defined financial and business planning frameworks within which management can respond and contribute effectively to:
- Ensure that CATHSSETA’s financial strategy and plan is robust, having considered and taken into account all relevant financial issues (external/internal drivers) before Board approval; and
- Ensure that CATHSSETA’s activities and projects are financed cost-effectively and efficiently through compliance with CATHSSETA’s accounting policies, guidelines, and procedures for activities such as budget administration, cash and credit management, and accounting, while evaluating the financial performance and making recommendations to achieve organisational objectives.
- Provide sound financial advice to the Board and CEO.
- Ensure sound contract management within the area of responsibility.
- Oversees and directs the development of the annual budget for Board approval; prudently manages CATHSSETA’s resources within the budget guidelines according to the PFMA guidelines and related principles (e.g., GRAP, etc.)
- Provides budget guidelines for CATHSSETA to ensure that the annual budgeting and forecasting process is aligned across CATHSSETA; and
- Reviews Operational and Capital budgets and presents to the CEO, thereafter to the Board and Executive team; and
- Evaluates the supply chain and procurement strategy and plans to manage investment of surpluses and makes appropriate recommendations to ensure CATHSSETA’s financial sustainability.
- Review the fixed asset register and inventory reports to confirm that CATHSSETA’s assets are managed in accordance with stipulated procedures.
- Develop and implement Finance and Supply Chain Management operational policies in accordance with legislation and procedures; formulate approval of policies on budgeting, project financing, accounting, cost and management accounting, and systems accounting.
- Ensure implementation and monitoring of internal control systems and organisational policies.
- Identify, assess and monitor risks within the department.
- Track and monitor expenditure against allocated budget.
- Implement measures to ensure financial viability, thereby delivering a robust and accurate financial planning and reporting system that incorporates a balanced budget within the area of responsibility.
- Develop initiatives aimed at eliminating waste, improving productivity and reducing operating costs within the area of responsibility.
- Coach and/or mentor subordinates, where required.
- Ensure adherence to organisational policies and procedures.
- Ensure participatory democracy and Batho Pele principles through a caring, accessible and accountable service.
